SEC Proposes First Agent Transfer Overaul In 40 Years

On Sep. 1 the SEC released a 421-page proposal modernizing transfer-agent rules for the first time since the early 1980s, explicitly bringing blockchain-native transfer agents, tokenized fund administration and distributed-ledger recordkeeping inside the framework. The package updates Form TA-2 reporting, adds cybersecurity risk-management standards and sets a unified record-retention timeline, with SEC Chair Paul Atkins saying the rewrite reflects the adoption of "electronic communications and blockchain technology." Transfer agents are the plumbing that tracks who owns what security, so the proposal is the clearest signal yet that the agency expects tokenized stocks and funds to run on public chains at scale, and intends to regulate the ledger operators, not just the issuers.

Robinhood Memecoin Volume Cracks DeFi Top 10

Robinhood Chain generated $4.3 million in onchain revenue over 24 hours on Sep. 3, topping Solana ($3.9 million), with TVL above $800 million and Uniswap v2–v4 and UniswapX now live. The engine is memecoins paired against tokenized stocks: on Sep. 2 those pairs did $217 million in volume, 71% more than direct stock-token trading, and one memecoin cornered 53% of the tokenized HIMS supply, pushing it to 4.6x the underlying share price. The same day a memecoin called Money Mushroom launched against a "FAMI" token that was not Robinhood-issued, no issuer, no redemption path, and Nasdaq-listed mushroom seller Farmmi (15 employees) spiked 350% on roughly 90x its average volume before giving most of it back. The SEC has warned that putting a security on a crypto network "does not change which federal securities laws apply," and Robinhood's own filings concede third-party activity on the chain "may be difficult or impossible to monitor, influence, or prevent."

Hyperliquid eyes U.S. entry through Kraken's Bitnomial

Bloomberg reported Aug. 31 that Hyperliquid Labs is in advanced talks with Payward, Kraken's parent, to offer perpetual futures to U.S. traders through Bitnomial, the CFTC-regulated derivatives exchange Payward acquired for $550 million in May. Under the structure discussed, Americans would get a limited menu of crypto-linked contracts on registered infrastructure with Payward as the regulated operator, rather than direct access to the permissionless venue that clears roughly $4 billion a day. The talks follow President Trump's Aug. 19 comment that the CFTC was working to bring Hyperliquid into the U.S. compliantly, and approval could take 10–12 months. HYPE rallied over 35% on the week to above $86, as Nasdaq and ICE shares slipped 1.3–1.5% on the report.

A Reworked Staking Program

The current veHEMI distribution has been delayed while the team reworks the staking system. The reason is simple: network fees collected so far do not amount to an interesting reward on their own. Tokens carved out for staking rewards in the original tokenomics have not been touched yet, and those will now come into play. Details are still being finalized internally, but the changes will benefit stakers who have been in the system all along.

Capture the Flag takes shape

More on the team's first code-driven Capture the Flag campaign, a nights-and-weekends project tentatively targeting the end of October. Challenges will span smart contract exploitation, including reentrancy and bad randomness, plus two ZKVM soundness challenges, one built on a publicly patched bug in a production ZKVM. The guiding principle is clarity: you should know what you are exploiting, with the difficulty in the how. Prizes will be modest for this dry run, and AI tools are fair game.

Engineering Updates

Testing continues on the op-reth transition, which moves the network closer to full ZK proving and ultimately hBitVM. Code for FastTrack is being merged in, and work on the ZK Marketplace is progressing, with something for the community to start testing on the ZK Miner and Marketplace side expected in the next couple of weeks. Behind the scenes, more is coming on the new staking dashboards previewed last week.
