SEC Chairman Paul Atkins responded Wednesday that the agency would "act decisively within the SEC's statutory authority," and on Thursday the Commission granted a temporary, conditional innovation exemption letting Tokenized Securities Venues trade tokenized NMS stocks in a permissioned environment. Atkins framed the relief as a bridge to permanent rulemaking, with proposed Regulation Crypto Assets open for comment through October 20. ### CFTC Sends Crypto Market Structure Rule to White House CFTC Chairman Michael Selig said Wednesday the agency is "locked in and ready to ship its rules for the new frontier of finance," and on Thursday, September 17, the Commission submitted "Regulation of Crypto Asset Transactions and Crypto Asset Markets" to the White House Office of Information and Regulatory Affairs. The pre-rule filing relies on existing Dodd-Frank authority to create a new designated contract market category allowing crypto exchanges to offer leveraged trading under CFTC oversight, though full spot market authority still requires Congress. Review could put a public notice out by late 2026 and a final rule in late 2027\. The same day, CFTC staff issued a no-action position for providers of passive trading software, declining to recommend enforcement against developers who fail to register as introducing brokers solely for building software that routes trading to registered entities. ### **Circle's Arc Deploys With BlackRock, Visa, and Mastercard Backing** Circle launched the Arc mainnet on Wednesday, September 16, a Layer-1 with USDC as native gas, sub-second settlement finality, and interoperability with more than 20 chains through CCTP and Gateway. Founding validators include BlackRock, DTCC, Galaxy, ICE, Mastercard, MoneyGram, SBI Group, Standard Chartered, Visa, and Worldpay. Aave and Morpho anchor credit markets at launch alongside Uniswap and Aerodrome, with 19 exchanges and more than 20 wallets integrated on day one. Live assets include USDC, EURC, BlackRock's BUIDL, Circle's USYC, and cirBTC, Circle's programmable Bitcoin. Instead of a single reward stream, each locked position now opens access to everything the network pays out: protocol fees already arriving in HEMI and hemiBTC, baseline incentives backed by a 250 million token allocation, governance rewards for positions that vote or delegate, and exclusive allocations from ecosystem partners like Vetro and Odyssey. Rewards follow lock length, not position size. Five thousand HEMI and five million earn at the same rate per token, and a 24-month lock carries twenty-four times the weight of a one-week position.
